Global populations are increasingly vulnerable to intertwining humanitarian and developmental emergencies. Phenomena ranging from armed conflicts and forced displacement to climatic shifts, global pandemics, and sudden economic downturns exert immense strain on state machinery and public institutions. This article critically examines the role of public administration in responding to acute humanitarian emergencies while supporting long-term developmental recovery and resilience. The study employs a qualitative structured literature-review design. Peer-reviewed academic sources indexed in Scopus were reviewed alongside authoritative institutional reports from the United Nations system, the World Bank, the World Health Organization, the Organization for Economic Co-operation and Development, the Intergovernmental Panel on Climate Change, and other international bodies. The selected evidence was screened for direct relevance to crisis governance, institutional capacity, public service delivery, recovery, accountability, digital adaptation, and sustainable development, and was synthesized through thematic analysis. The findings identify six interrelated dimensions of effective crisis administration: institutional preparedness, coordinated and collaborative governance, continuity of essential services, protection of vulnerable populations, public trust and accountability, and the adaptive use of digital systems. The review further shows that institutional fragility, corruption, political fragmentation, resource constraints, and communication failures limit both emergency response and long-term recovery. The article concludes that crisis governance should integrate immediate humanitarian action with long-term development planning through transparent, resilient, collaborative, and human-centered public administration.
